Environmental Quality Management, Inc. is pleased to introduce the following staff members who have recently joined EQ.

Karen Arthur

B.S., Civil Engineering (Construction/Environmental)

Ms. Arthur is a Civil/Environmental Engineer with 20 years of environmental engineering experience.  Her technical experience is focused on projects relating to hazardous and radioactive waste, RCRA, CERCLA, and soil. This experience includes work planning, remediation, compliance, and negotiation facilitation.  She has extensive experience in site characterization and remediation, multifaceted compliance audits, pre-acquisition due diligence audits, and agency/public interaction for permitting and regulatory interpretation projects.

Ms. Arthur has performed numerous site characterization and remediation projects.  The constituents of concern have included: polychlorinated biphenyls (PCBs), heavy metals, polynuclear aromatic hydrocarbons (PAHs), radioactive/mixed waste, and VOC-laden waste.  She has extensive experience dealing with PCB assessment and cleanup at multiple natural gas compressor stations.  This experience includes detailed analysis and interpretation of analytical data, site characterization, remedial action plan preparation, agency negotiation, and remediation oversight, as well as sampling and training of same for remote appurtenances.  She has performed projects at a wide variety of industrial and governmental sites.  These projects include natural gas pipelines, steel plants, military bases, and manufacturing firms.

Ms. Arthur has prepared and/or managed environmental assessments at nearly 500 Army facilities within the U.S. Fourth Army Reserve, including the Pentagon and the National Security Agency. Theses assessments focused on use and documentation of rHRS Hazard Ranking System evaluations. Her U.S. Army Toxic and Hazardous Materials Agency (USATHAMA) experience involved work at more than 50 Army installations throughout the United States, including Enhanced Preliminary Assessments for several Base Closure facilities. She has also performed and prepared over 50 Phase I Environmental Site Assessments (ESAs) and Real Estate Transaction Assessments (RETAs) for non-military clients. Expertise in this area led to streamlining of assessments and documentation as well as training of new personnel for projects with many facilities.

Ms. Arthur was a key employee in the CERCLA decontamination and decommissioning (D&D) of the DOE Mound Plant in Miamisburg, Ohio. Over an 8-year period she generated or reviewed over 100 Potential Release Site (PRS) Packages, and generated and implemented hundreds of characterization Sampling and Analysis Plans (SAPs), Verification Sampling and Analysis Plans (VSAPs), On-Scene Coordinator (OSC) Reports, Remediation Work Plans, Data Reports, and Public Fact Sheets. Both statistical and negotiated sampling approaches as well as MARSSIM-based sampling were employed. Ms. Arthur facilitated multi-agency coordination and resolution, and negotiated the cleanup for over 100 sites. She was designated site QA/QC and technical document program development and implementation manager, streamlining documentation and reducing review cycles to a fraction of what was previously required. Advanced graphics generation included GIS, VISTAmap, aerial photo overlay, and database management. She also supported multiple Residual Risk Evaluations (RREs), Proposed Plans, Records of Decision (RODs), RCRA closures, and parcel transfer documents.

Ms. Arthur has supported multiple industrial clients by generating Spill Prevention, Control, and Countermeasure (SPCC) Plans and Storm Water Pollution Prevention Plans (SWPPP). She also has generated and managed large databases for flow studies and analytical evaluation, including graphing.  In addition, she has identified and implemented multi-facility SPCC corrective actions.

Hilary M. Huber

B.S., Biology

Ms. Huber has 5 years of experience in the environmental field.  As an Environmental Scientist, she has an extensive work background with state regulatory agencies.  Her area of experience includes regulatory compliance with Title V; permitting; environmental compliance audits; and NSPS and NESHAP/MACT regulations.

At EQ, Ms. Huber has provided technical support on a wide variety of industrial compliance projects. She has prepared or updated plans and documents for clients including quarterly hazardous waste reports, annual Tier II reports, contingency plans, and annual emissions inventories. 

Before coming to EQ, she was an Environmental Programs Manager for a state Air Quality Department.  As a Manager, Ms. Huber supervised compliance inspectors and oversaw each aspect of industry regulation, including review of compliance evaluation reports, rule interpretation, conducting enforcement conferences, and drafting and reviewing enforcement documents.  Ms. Huber also trained new inspectors, reviewed draft Title V construction and operating permits, and participated in revision of state air quality regulations.  Prior to managing staff, Ms. Huber was an inspector for Title V and non-Title V sources and was leader of the Title V Annual Compliance Certification and Semi-annual Monitoring and Deviation Report team.  Her area of expertise was the oil and natural gas sector, including petroleum refineries, above- ground storage tanks, and natural gas processing plants.  She also participated as a planning coordinator for the region’s annual EPA Air Inspector Workshop.   

JILL BINZER

B.S., Natural Resources Development

Ms. Binzer has 15 years of technical and project management experience in the environmental field, with an extensive work background with private industry and local and state regulatory agencies.  Areas of experience include regulatory compliance with CWA, RCRA, and CERCLA; environmental permitting (NPDES and PTIs); environmental compliance audits; and storm water and wastewater monitoring.

Ms. Binzer provides technical support on a wide variety of industrial compliance projects. She has prepared or updated plans including Storm Water Pollution Prevention Plans; Spill Prevention, Control, and Countermeasure Plans; NPDES Permit Applications; Wastewater Permit to Install Applications; Storm Water Pollution Prevention Plans for Construction Activity; and Wastewater Discharge Permit Applications.

SAMUEL R. BUGG, IV

M. En., Master of Environmental Science, B.A., English: Journalism, B.A., Zoology

Mr. Bugg provides technical and field support on a wide variety of industrial compliance projects. He has prepared or updated Phase I Environmental Site Assessments, NPDES permit applications, Storm Water Pollution Prevention Plans, Spill Prevention, Control, and Countermeasure Plans, Wastewater Permit-to-Install applications, and various compliance guidance documents.  Mr. Bugg also specializes in groundwater monitoring, environmental sampling, and environmental communications.

RANDAL J. COOK

M.En., Environmental Science, B.S., Environmental Health

Mr. Cook is an environmental scientist with 5 years of experience performing air emission inventories, risk assessments, emission fee reports, spreadsheet calculations, storm water studies, plan implementation, landfill monitoring, air modeling, source testing, and on-site management of multi-media requirements.  He has worked on multi-contractor projects for government agencies and has provided support to projects related to EPCRA compliance.

Mr. Cook has provided on-site technical assistance for a large manufacturer of air and water purification technologies and the nation’s largest maker of activated carbon products. 

He served as the on-site environmental manager for a former Army Ammunition Plant, where he was responsible for all environmental efforts including landfill monitoring, permits, plan responsibilities, and TRI reporting.

For a major distillery company, he coordinated permitting requirements and developed spreadsheets to simplify air emission calculations and to simplify the tracking of wastewater quality data.  He also developed “compliance binders” that provided a summary of applicable environmental regulations and compliance requirements.

He has prepared air permit applications, conducted site assessments, and has the knowledge to keep a facility updated and on track with air and water regulatory requirements.  He can also assist with emission fee reports, storm water plans, and spill plans.

Mr. Cook assisted with an air emissions inventory for an Air Force Base by conducting air emissions testing on a newly developed jet engine for the U.S. Air Force.  His responsibilities included setting up and calibrating air sampling equipment, analyzing and adjusting sampling parameters, and documenting sampling results. 

Mr. Cook can also assist facilities in preparing reports and assessments for SARA Title III compliance and annual toxic release reporting under Section 313 of EPCRA. 

ANITA R. EVENSON

B.S., Chemical Engineering

Ms. Evenson has over 3 years of experience as an environmental project engineer, predominantly focusing on air quality/pollution control and drinking water treatment.  Her experience also includes air permitting for both major and minor sources, regulatory compliance and enforcement cases, and facility RCRA programs. 

She has completed air emission inventories for industries such as plastics, resins/coatings, steel mills, automotive, food, and flavorings. These projects have involved site evaluations, process analysis, extensive record review, and detailed calculation of potential and actual emissions. 

Ms. Evenson has completed numerous state construction and operating permit applications, Title V and Synthetic Minor operating permit applications, including New Source Review and PSD analyses. 

Ms. Evenson has performed air dispersion modeling analyses of criteria and toxic air pollutants for permit applications and odor studies.  She has completed Section 313 reporting requirements for both automotive and manufacturing clients.

ANDREW A. HETZ

B.S., Engineering Science and Mechanics

Mr. Hetz is a new member of our Roanoke, Virginia office, with over 20 years of experience assisting clients in all aspects of compliance with the requirements of the Clean Air Act, including permitting, compliance plans, and emissions testing.

As a Field Services operations manager, he managed a wide variety of air emissions testing and indoor air projects including: an EPA-sponsored trial burn testing thermal treatment of river dredge materials in a rotary kiln; compliance testing the largest gas stream in the United States; review of air testing procedures contained in the Site-Specific Test Plans and Reports for EPA’s nationwide mercury testing of coal-fired utility  boilers; VOC emissions capture and destruction efficiency testing at printing facilities; MACT testing of emissions abatement systems for ethylene oxide sterilization facilities using on-site gas chromatography and calibrated orifice plates for continuous flow measurement; Part 75 CEMS certification for coal-, oil- and natural gas-fired boilers and gas turbines; testing of highly toxic and high-temperature gas streams using sealed probes; extensive testing of employee exposure to indoor air contaminants at gas turbine drive systems assembly plant using OSHA and NIOSH methods; and microbial testing for mold, bacteria, and allergens in office buildings.

Mr. Hetz was responsible for all facets of the testing process including interaction with regulatory agencies, preparation of test protocols, quality assurance project plans, and site-specific test plans.

He also has assisted clients in obtaining pre-construction and Title V air permits, including completion of a PSD permit for a major plant expansion at a steel mill.  He also has reviewed air quality permit applications and sampling and modeling protocols, prepared air quality models, performed engineering analyses and air toxics reviews, and drafted air permits.

DEBORAH S. LEONARD

M.A., Environmental Science, B.A., Journalism

Ms. Leonard has more than 16 years of experience in the field of environmental communications and public outreach.  Ms. Leonard has worked with wastewater and water utilities, chemical manufacturers, steel mills, gas & electric companies, non-profit organizations, municipalities, and local, state, and federal agencies. 

She provides communications support to clients with a wide range of environmental, health and safety issues, including RCRA, CERCLA and Consent Order/Decree investigations and cleanups; groundwater contamination and vapor intrusion; drinking water; air emissions; odors; complaints from neighbors or environmental activist groups; brownfields; hazardous material spills and releases; solid waste and landfills; hazardous waste; lead paint and asbestos; plant closures; compliance issues and permits; environmental programs and plant improvements; major construction projects; wastewater treatment; gas, water, sewer pipeline and electric transmission lines; and biological/chemical agents (terrorism). 

She provides communications support regarding risk communication; communication plans for public outreach, education, awareness and involvement; Community Advisory Panels and Restoration Advisory Boards; community and employee newsletters; fact sheets, brochures, and Annual Environmental Reports; toll-free information lines; crisis communications; media relations; community relations counseling and activities; complaints from citizens or environmental groups; presentations for public meetings, workshops, seminars, and conferences; public opinion research and communication plans; website information; video and radio scripts; public awareness and education campaigns; and meeting facilitation and coordination.

THOMAS J. SAMARCO

M.S., Biological Sciences,  B.S., Biological Sciences

Mr. Samarco has over two years experience working with a variety of disciplines in the environmental field including air quality compliance and reporting, regulatory compliance and reporting, waste reporting, marine and freshwater ecological assessment, stormwater sampling, groundwater sampling, and site investigation. Duties include performing field and office work related to compliance and assessment, completing application and reporting forms, and conducting calculations for making compliance determinations.

Familiar with various state and federal environmental programs including stormwater permitting, air permitting, regulatory analysis and compliance, Spill Prevention Control and Countermeasures (SPCC) plans, residual and hazardous waste reporting, SARA Title III Section 312 and 313 reporting, biannual hazardous waste reporting and PA residual waste reporting (forms 25R and 26R).

Worked on Title V renewal application for a large steel mill in Ohio which included working with air quality permitting experts and facility engineers to complete permit application, including assessment of updates to operations, emission regulatory applicability, insignificant sources and Compliance Assurance Monitoring (CAM).

Developed Request for Determination application for a building products manufacturing facility in Western Pennsylvania. Project included reviewing facility records and calculating emissions for source.

Completed emissions inventories and Title V Certifications for facilities in Pennsylvania, West Virginia, and Ohio.  Familiar with electronic reporting systems in Pennsylvania (AES Online), West Virginia (i-STEPS) and Ohio (STARShip).

Worked on permit-to-install applications for various manufacturing operations in Ohio.  These projects included calculating emissions, comparing emissions to various regulations, and completion of applications.

Worked on a water balance for an aluminum casting facility in Virginia. This project included evaluating facility-wide water use to assist with management and conservation activities. It also included a graphic water balance portraying the amount of water used facility-wide for all manufacturing equipment, cooling towers, and sanitary use.

Prior to joining EQ, Mr. Samarco spent 1 year with Florida Fish and Wildlife Conservation Commission, where he focused on water quality, habitat remediation, and fisheries management.  He has also participated in several projects on fisheries entrapment and water intake management for a major power plant.

STEPHANIE C. WERNER

BA, Biology & Environmental Science

Ms. Werner has 15 years experience in the environmental field specifically while working with manufacturers and environmental testing laboratories.  She specializes in multimedia compliance audits and industrial due diligence.  Other areas of expertise are: environmental compliance, health and safety management, and surface water and wastewater systems compliance and permitting.

Ms. Werner was a full-time EHS manager for a 500+ employee flavor company.  She participated in a comprehensive industrial hygiene monitoring program for flavor chemistry laboratories; provided environmental management and corporate support to a steel facility; and managed RCRA closure for PCB and 90-day hazardous waste storage cribs at a major US automotive transmission manufacturing plant. 

She has prepared SPCC plans and annual air emission fee and emission inventory reports.  Ms. Werner is a former certified asbestos building inspector and management planner and is a trained microbial survey and remediation supervisor.

Court Vacates U.S. EPA Regulation on Additional Monitoring in Title V Permits
The U.S. Court of Appeals for the District of Columbia Circuit struck down a 2006 U.S. EPA rule indicating that the Title V operating permit program does not require additional testing or monitoring beyond what is required in State Implementation Plans (SIPs) or older federal rules that do not include adequate periodic monitoring provisions.
U.S. EPA Rules to Cut Emissions from Lawn Mowers, Chain Saws, Boats
On September 4, 2008, U.S. EPA announced a final rule intended to cut nitrogen oxide and hydrocarbon emissions from engines used in lawn mowers, chain saws, and other small equipment by 35 percent, and a 45 percent reduction in evaporative emissions.
U.S. EPA Fails to Meet the Statutory Deadline for Proposing Rule That Will Require Reporting of Greenhouse Gas Emissions
The U.S. EPA has failed to publish a mandatory greenhouse gas (GHG) reporting rule by September 30, 2008, as directed by Congress.
EQ Cleans Up After Hurricanes Ike and Gustav
EQ crews are helping remove thousands of drums, tanks and smaller containers of hazardous materials or waste that were orphaned by Hurricanes Ike and Gustav in Louisiana and Texas.  The work is being conducted through EQ’s Emergency and Rapid Response Services contract with U.S. EPA Region 6.
